The Assembly on Wednesday unanimously passed two amendment bills – The Gujarat Rents, Hotel, and Lodging House Rates Control (Revival of Operation and Amendment) Bill, 2024, and The Gujarat University of Transplantation Sciences (Amendment) Bill, 2024 – a day before the 23-day Budget Session concludes.
The Gujarat Rents, Hotel, and Lodging House Rates Control (Revival of Operation and Amendment) Bill, 2024 was introduced to the House to restore and apply the provisions of The Gujarat Rents, Hotel, and Lodging House Rates Control Act, 1947 with retrospective effect from April 1, 2021, till March 31, 2026.
While presenting the Bill, Health Minister Rushikesh Patel said that the Act was in operation from 2011 to 2021, and then it became inactive. He added that the Central government has sent a model act to all the state governments on the subject which is under review by the state government. Until then, he added, the current Act has been ‘deemed necessary’ and to be in operation for five years from April 2021 to March 2026. Patel said that with the amendment, the Act will also apply to any legal suit filed from 2021 to 2024 when it was inactive. Congress legislators supported the Bill and it was passed unanimously.
The Gujarat University of Transplantation Sciences (Amendment) Bill, 2024 was also passed unanimously with support from Opposition. It proposes to amend certain provisions of The Gujarat University of Transplantation Sciences Act, 2015 like repealing the post of pro-chancellor. The statement of Objects and Reasons of the amendment Bill stated, “The Gujarat University of Transplantation Sciences has been established…to impart proper and systematic instruction, teaching, training and research in transplantation and allied sciences in the State and to confer the status of University to Smt. Gulabben Rasiklal Doshi and Smt. Kamlaben Mafatlal Mehta Institute of Kidney Diseases and Research Centre – Dr HL Trivedi Institute of Transplantation Sciences (IKDRC-ITS).”
