Maharashtra tops the list of states with the highest percentage of non-zero tax returns, followed by Uttar Pradesh, even as only 9 states and Union Territories have reported over a million non-zero IT returns.

While Maharashtra had the highest numbers with 3.9 million people filing non-zero returns, Uttar Pradesh had 1.9 million people doing the same. The data was shared in the Parliament on Monday.
Total 74 million tax returns were filed in AY 2022-23. Of these, 51.6 million had zero tax liability.
In other words, only 22.4 million people filed non-zero income tax returns in AY 2022-23. And Delhi’s population is 21.4 million, according to government projections.

The other states on the list of non-zero returns are Tamil Nadu (1.8 million), followed by Karnataka, Gujarat, Delhi, West Bengal, Rajasthan and Telangana.  The top five states accounted for nearly half of all returns filed.
