Former Chief Commissioner of Income Tax DP Kar has sent a detailed six-page petition to Prime Minister Narendra Modi for ordering a probe against Ajay Bhushan Pandey retired Revenue Secretary. In his petition, Kar has raised allegations against Pandey’s alleged involvement with Infosys and his suspicious involvement in granting big tenders for the flopped network of GST and the new Income Tax portal.
Kar accused Pandey of embezzling 10,000 crores of government money through fraud with Nandan Nilekani, non-executive chairman of Infosys and a 2.31% shareholder of the company. Pandey, as per the petition operated through aliases such as Ravi Prakash, Raman Kumar and Abhay Kumar and was extorting money through these aliases.
Pandey apart from being a shareholder of Infosys Ltd. (his wife Namita Sahay too is a shareholder of Infosys Ltd.) earlier worked closely with Nandan Nilekani at UIAI, Niti Ayog, where a substantial amount of money was embezzled by them in the guise of payment of professional fees to Ravi Prakas, Advocate whom equally a substantial amount of government money was paid while Pandey was heading that body as Revenue Secretary.
Pandey is accused of giving contracts worth Rs 10,000 crore without tender and nominations invoking Rule 184 of the (GFR), 2005 for installing portals in Dept. of Revenue, Govt. of India that was neither required nor demanded by the stakeholders. This is an overriding case of conflict of interest. It includes a contract for Rs.4,242 crores for creating altogether new Portal of Income Tax Dept., Govt. of India; & contract for 1,380 crores for GST Portal among many others]
Pandey was aided in his criminal activities of defrauding the public exchequer by his Ravi Prakash has engineered the fraudulent reports from the Central Board of Direct Taxes (CBDT)for creation of new Portals of income Tax Department.Through the Revenue Department of GoI, Pandey gave contracts worth Rs 10,000 crore to Infosys Ltd without calling for any tender, in an opaque and conspiratorialmanner.
As Secretary, Dept of Revenue as well as CEO, UIAI, Niti Ayog, Pandey is accused of corrupt activities procuring bribes, extorting illegal gratification, intimidating honest IRS officers to ignore their illegal activities, etc.,
Pandey through Ravi Prakash has extorted bribe of Rs 4,400 crores in Muzaffarpur Shelter Home Child Abuse Case by them by getting investigation in the money-trail as ordered by the Supreme Court by CBDT & Income Tax Dept. hushed up despite the specific Orders Supreme Court to investigate the said case from “Income Tax angle”. Pandey and Ravi Prakash hushed up an investigation and have been peddling the name and authority of Prime Minister claiming that they have the protection and patronage of the Prime Minister.
Kar mentioned in the petition that the duo landed unsolicited one day latching onto a former Judge of the Supreme Court of India hailing from Bihar to scare Justice Narasimha Reddy claiming that PM would be angry with Reddy if he proceeds and has done the same with ACB, CBI Delhi which has been scared by them by invoking the authority of PM in not carrying out investigation in their criminal antecedents through the bogus fabricated case of corona infection.

DP Kar is a 1973 batch IRS who has worked as Chief Commissioner of Income Tax at Asansol as his last assignment in IRS and superannuated on April 30, 2009. Post that he has been working to protect tribals from induced conversion to Christianity by conversion lobbies active across Orissa.

Ajay Bhushan Pandey, 60, is a 1984 batch IAS from Maharashtra. He has been at the helm of three major reforms India has witnessed during the last five years – Aadhaar, GST, Direct Tax Reforms. He is the former CEO of Unique Identification Authority of India (UIDAI), the nodal agency of GoI responsible for implementing Aadhar. He has also worked as the finance secretary of India and the chairman of the Goods and Services Tax Network, from September 2017 to March 2021.
Who is Nandan Nilekani?
He is the non-executive chairman of Infosys and a 2.31% shareholder of the company. He was the chairman of the Unique Identification Authority of India (UIDAI) and headed the GoI’s technology committee, TAGUP. In 2014 Lok Sabha Elections he had contested on INC ticket from Bangalore South Lok Sabha constituency & had lost to BJP candidate late Ananth Kumar.
