Following tragic incidents at Harni Lake in Vadodara and a bridge collapse in Morbi where hundreds of people had died, the Gujarat government has now intensified safety protocols for water sports and boating activities across the state. As Diwali nears, many residents are expected to go on holiday trips.
The newly approved Gujarat Inland Vessels (Registration, Survey, and Management of Category ‘C’ Inland Vessels) Rules 2024 form a crucial part of this safety initiative.
These rules aim to standardise the registration, survey, and management of Category ‘C’ vessels including houseboats, motor boats, motor launches, pedal boats, rowing boats, parasailing boats and canoes.
In June this year, the rules were drafted in accordance with the Gujarat Inland Vessels Act, 2021, and the new safety guidelines underwent a public review phase. The government had sought comments and suggestions on the proposed policies and later included valuable feedback.
Subsequently, Chief Minister Bhupendra Patel has instructed the Ports and Transport Department to finalise and implement these rules without delay, marking an important regulatory shift towards safer water-based recreation in Gujarat.
The regulations stipulate that individuals who wish to register small boats for water sports activities must submit applications to their local district magistrate. They are also required to meet rigorous criteria set forth by the state’s Waterside Safety Committee. The committee, established in every district, will conduct regular inspections of registered vessels and boating activities and also enforce strict penalties for safety violations.
The newly established guidelines also provide detailed directives on the roles and responsibilities of urban and rural authorities, including those of vessel operators.
Safety measures include mandatory life jackets, routine maintenance checks, certified crew members, lifeboats, emergency response boats and other essential safety equipment. Public awareness campaigns and adherence to environmental safety standards have also been prioritised.
In executing these rules, the government has made notable appointments to enforce compliance.
Under the authority granted by the Inland Vessels Act, 2021, the Vice Chairman and Chief Executive Officer of the Gujarat Maritime Board (GMB) will assume primary responsibility for legal oversight and rule enforcement.
The Nautical Officer from the GMB has been designated as the Chief Surveyor, with District Magistrates appointed as registrars for water sports and boating registration.
Additionally, marine officers and engineers have been assigned to lead various survey teams and ensure rigorous application of the new safety standards.
