Gujarat Government has started a pilot project of closing the 7/12 record after the agricultural land gets converted to non-agriculture. The government will issue a property card instead as the digital is the way forward whether in Government or in business.
What is 7/12?
The 7/12 extract (Utara) is a legal document providing details of land which includes survey number, area, owner, ownership pattern, etc.
It is a combination of two forms namely, Form 7 and Form 12. Form 7 provides details about the land owner and his rights whereas Form 12 provides details about the land which includes size, type, usage etc.
Old System
In the current system, the owner of the property applies for the Non-Agriculture certificate to the collector office. After checking all the documents and the owner paying the premium and the transfer fees, a NA certificate is issued.
New System
In the new system, after issuing the Non Agriculture certificate, records are sent to the e-dhara centre where the survey number is generated with the new card and 7/12 is closed.
What does it solve?
At the recently held NAREDCO Conference, Real Estate Developers of Ahmedabad raised many issues relating to revenue and urban development departments, one such issue that was widely discussed was that of going through the whole process of checking all land attributes again even after getting an NA certificate.
As after due process of conversion of Agricultural land into Non-Agriculture land which involves getting title checked, paying premium and finally getting an NA certificate. Developers’ demand was that property owners should not go through all the processes again after getting NA certificate as it not only wastes time but also increases the workload of the department.
