The Gujarat (Right of Citizens to Public Services) Act, 2013 was enacted with high hopes, to bring about accountability in the delivery of civic services. But five years later, the Ahmedabad Municipal Corporation is still struggling to live up to the demands of the charter, which among other things, required every public authority to publish the names and addresses of individuals responsible for providing services within two months of notification.
Right now, citizens only have access to a website and a defunct helpline number. Since the processes are not working properly, the delay in civic services goes unpunished, say residents. This issue came to light after a resident filed an RTI application to know the details.
