Gujarat Health Minister Rushikesh Patel appeared slightly miffed as NAREDCO President, Suresh Patel raised critical issues facing the Real Estate Market. In fact, the Health Minister commented that this was not the right platform to raise these issues. He said such issues can be taken up in small batches at a micro-level. However, Chief Minister Bhupendra Patel assured the Builders that since he comes from the realty sector, he very well understands the difficulties faced by the builders.
Earlier, Gujarat President of the NAREDCO Suresh Patel raised the important issues:
Just like agricultural land gets immediate entry on e-Dhara portal same should happen with Non-Agricultural land (will save 1 months time)
Issue of base FSI on 40 m and 36 m road in Ahmedabad like in Surat should be done
Section 49 should be looked into where Real Estate Developer is giving land to the Government for development their concerns should be addressed immediately (process should be short)
Workload of Collectors should be eased so they can work effectively
Single Window Clearance as Real Estate sector is biggest employment generating sector
Real Estate Developer Sharvil Shridhar raised three important issues:
In Ahmedabad, between S.G.Highway and S.P.Ring Road, R3 Zone is declared but as the city’s vertical development is a priority it should be declared R1 or R2 Zone. So that maximum development can be done.
As we give facility to the buyers to pay the amount in instalments, Government should give us the facility to pay the full amount to be paid at the time of plan passing. The government charging 15% interest is not fair, we are ready to pay the prevent market rate at which SBI is lending money.
To do away with taking the opinion of the Town Planning Officer every three months.
Some of the other issues raised by the Developers were:
In Development Plan 2021 higher FSI was given to 200 m area near Metro Project while the Metro Phase-2 which came after the development plan was ignored. It should get higher FSI as well
Town Planning should be done with the Public participation
As Development Plan 2021 will expire soon, a new development plan should be taken up with public participation
After leaving a margin of 4.5m Parking permission should be given
Town Planning Officer should get the information required by him on the priority basis as the process becomes time consuming
In the case of Plan Passed before the declaration of TP the builder should be heard
Progress report is demanded thrice which should be done once at the plinth level
In case of Township limit of 5 lac square meter should be curtailed to 1 lac square meter
According to GDCR opinion of Fire Officer is sought but they don’t provide the opinion on time. There should be a new framework
135-D Notice should be sent digitally and process should be made fast and should be done away in some cases where it is not required
In Agricultural land revenue entries are delayed giving various reasons, some time appeals take as long as 1 year
