Ahmedabad: 11 Additional Fees Likely To Be Levied Along Impact Fee

The Ahmedabad Municipal Corporation (AMC) instructed zonal offices to only accept requests for regularisation provided all municipal expenses necessary to process and pass construction plans were paid by the applicants in accordance with GRUDA 2022 in the recent circulation.

Other payments, such as scrutiny fees, betterment fees, development fees, tree planting fees, service and amenities fees, and fire fees must also be paid before the impact fee. Thus, it is anticipated that regularising an illegal construction will cost much more than it did under the impact fee law of 2012 than it did under the Gujarat Regularisation of Unauthorised Development Act, 2022.

A senior AMC official said, “If your impact fee is about Rs 5,000 under GRUDA 2022, the other 11 fees will run into lakhs.” A circular was issued regarding collection of other municipal fees on January 3.

Before the illegal development is legalised under GRUDA 2022, applicants must pay impact fees, parking fees, and sanitation fees. It is also necessary to pay additional fees and charges that are typically paid at the moment construction plans are approved. Betterment fees, development fees, tree planting fees, service and amenity fees, and fire fees are a few of them.

In addition, there are charges for surveillance, building debris disposal (if an illegal construction needs to be taken down), and water and drainage hookups. For instance, under GRUDA 2022, the impact charge for residential units will be Rs 2 per sq m and for commercial units, it will be Rs 4 per sq m.

AMC would also impose an additional improvement fee and a development fee at a rate of Rs 8 per sq m. “An opinion of the TP department will be sought while deciding on betterment charges. The charges will differ from TP scheme to TP scheme,” said a senior AMC town planning department official.

The official will also see if a ‘no dues certificate’ has been issued by the AMC, and only then will the impact fee application be processed.
