The Union Budget 2022-23 is presented in the ‘never before’ environment with a focus on PM Gati Shakti, Inclusive Development, Productivity Enhancement, Sunrise opportunities, Energy Transition, Climate Action, and Financing of Investments.
Government expenditure for the financial year 2022-23 is expected to be Rs 39.45 lakh crore with a receipt of Rs. 22.84 lakh crore. As it was expected the fiscal deficit for FY22 will be 6.4 percent.
PM Gati Shakti:
- PM Gati Shakti provides a big push to the Infrastructure.
- Masterplan for expressway will be formulated
- 25,000 km of National Highway Network will be expanded
- Contracts for four multi-modal national parks will be awarded
- Under the plan Railways will manufacture and develop 400 new generation Vande Bharat trains
- 100 new cargo terminals will be developed
Agriculture:
- Government will promote chemical-free farming
- Rs. 2.37 lakh crore worth of MSP direct payments will be made to wheat and paddy farmers
- Kisan drones will be promoted for spraying of insect pesticides and crop assessment
Going Digital:
- National digital health ecosystem will be rolled out
- Digital ecosystem for skilling will be launched to skill and reskill citizens through online training
For MSMEs:
- For MSMEs Udyam,e-shram, NCS & Aseem portals will be inter-linked and their scope will be widened
- NABARD will finance startups in agriculture and rural enterprises for farm produce value chain
E-Passports:
- Finance Minister announces issuance of e-passports using embedded technology to enhance convenience for citizens in their foreign travel
Urban Planning Push:
- Finance Minister announces that a high-level committee of Urban planners and economists will be formed for recommendations on urban capacity building and planning implementation
- Finance Minister allocates Rs. 48,000 crore for PM Awas Yojana. 80 lakh houses will be identified under the scheme
Education:
- One class One Tv channel programme to be expanded to 200 TV channels
- A Digital University will be established with world-class quality universal education
- High-quality e-content will be delivered through Digital Teachers
Health:
- National Tele Mental Health Programme will be launched for quality counseling
- Mission Shakti, Mission Vatsalya, Saksham Anganwadi, and Poshan 2.0 will be launched
- Two lakh Anganwadis will be upgraded to Saksham Anganwadis
Other Announcements:
- 3.8 crore households will be covered under ‘Har Ghar, Nal se Jal’
- PM-DevINE will fund infrastructure and social development based on the needs of North Eastern States of India
- Vibrant Villages Programme will target development of villages on the Northern Border left out from the development gains
- Digital Banking by 100 percent of post offices will come up
